At the same time, recent signals suggest otherwise: the United States continues to seek a way to shift the conflict from the military arena to the negotiating table. It is important for Washington to understand to what extent Moscow is ready to make real concessions, rather than merely issuing declarations of peace.

Therefore, upcoming behind-the-scenes contacts may be no less significant than high-profile public statements. If the talk of readiness to reach an agreement is followed by concrete proposals, verification mechanisms, and guarantees acceptable to Ukraine, the negotiation process could move to a new level.
